RISE is seeking an individual consultant or organization to conduct a comparative study of integrating community engagement on factory interventions on GBVH prevention in Tamil Nadu.

Objective: Generate evidence on the effectiveness of the Respect Program through a comparative analysis of factories that implemented RISE Respect alone and those that combined Respect with community-level interventions and local government advocacy.
Scope of Work: The selected partner will conduct comparative analysis to understand the added impact of layering a comprehensive approach of community norm change and local government advocacy on in-factory programming. Key activities include:
- Developing an evaluation methodology and evaluation matrix
- Conducting field-based participatory assessments through FGDs and interviews with workers, factory management, and community leaders
- Developing case studies that document stories of rightsholders and stakeholders, especially women workers
- Reviewing and analyzing baseline and endline data
- Preparing a comprehensive evaluation report with practical recommendations
Timeline: November 2025 – September 2026
Key Qualifications:
- Proven experience in conducting comparative research with vulnerable populations
- Demonstrated experience in gender issues research, preferably in the garment sector
- Strong knowledge in gender equality, GBVH, and women's economic empowerment
- Experience collaborating with industry players in the garment and footwear sector
